It is hoped that with this information the Secretary of State may agree that the present arrangements whereby our accounts are examined by a firm of Chartered Accountants, applied to the Colonial Development and Welfare grant provided that the annual statement of account for this grant is submitted in a form agreeable to the Director General of Audit for his certification.

It is noted that the method of payment of the £250,000 made under the 1948 financial settlement must continue to take the form of a grant-in-aid to the Hong Kong Government, and be subject to audit by the Director of Audit and the Director General of Audit.
